Insecurity has occasionally caused the US Embassy to close. While USAID does not have a mission in Bangui, it is represented by one staff member. A major security crisis in 2013 resulted in the displacement of 25% of the population, and despite elections in 2016, the country faces enormous risks of instability and humanitarian crises moving forward. Constraints to realizing greater economic growth and human development are enormous: inadequate transport infrastructure banking infrastructure incapable of supporting greater investments low levels of technology high levels of illiteracy limited access to healthcare and education and neighbors experiencing ongoing domestic and regional conflict (with frequent spillovers into the territory of the CAR). The Central African Republic (CAR) is a low-income, landlocked, resource-rich, and sparsely settled nation of 4.6 million people that occupies an area roughly the size of Texas.
